Cabinet Council: adoption of new decrees to speed up investments

The Government Council met this Thursday 17 December 2024 under the leadership of the head of government, Aziz Akhannouch. This meeting was focused on studying various legislative drafts that were drafted in accordance with the regulations in Article 92 of the Constitution. 

In this session during this meeting, the Council reviewed and approved an draft decree numbered. 2.24.1096 concerning the particular statutory status for civil servants in the corps in the prison administration as well as the reintegration. This document was introduced in the presence of Amal Al Fallah Minister delegate to the head of government, who is responsible for electronic transition and reforms to the administrative. 

Then, the three additional versions of decrees were reviewed and approved, in accordance with the findings from the discussion. The texts were presented to Amal al Fallah. One of them is Decree No. 2.24.522 which amends and supplements Decree No. 2.22.385 (17) Chaoual 1444 (May 8th 2023) regarding the list of administrative rulings required for the execution of investment plans. The aim of this text is to ensure that all applications as well as the issue of required administrative rulings can be processed in a period of not exceeding 30 days. 

The principal goal of this program is to revise the administrative decision-making included in the annex of Decree No. 2.22.385. These are crucial decisions in ensuring efficient execution of investment plans while observing deadlines that are set by the government. 

The law introduces changes that are intended to bring together the requirements from Law No. 83.21 concerning multi-service firms in regional areas and the rules and regulations that were adopted to facilitate their use. Particularly, it outlines the administrative decision-making process for the National Office of Electricity and Drinking Water (ONEE) and the electricity sector. They are contained in the annexe to the decree mentioned above, and are modified and augmented in the proposed decree that was adopted on Thursday.
